For a couple of reasons. The main one is that "'" isn't a consonant
by our standards; it only appears between vowels, and really represents
a "voiceless vowel glide". People whose native language doesn't include
[h] can still usually manage it intervocalically. The reason for the "'"
is to add lots of diphthongs: "a'i" sounds quite distinct from "ai" and
"a'a" from "a".
