cusku indeed is not limited to verbal communications.  But "lu li'u" quotes
imply an exact quotation.  I would use "lu'elu" for something that is
effectively the same meaning as the stuff within the quotes.  He is expressing
some type of symbol that indicates that quoted meaning.
