Sorry, my problem wasn't with "one level up"
vs. "next outer", it was with "bridi" vs. "selbri".
I didn't think the word "bridi" applied
to the body of a description.

Zero may be as good a number as any other,
but it's not _quite_ as simple as that.
There are lot's of other PA,
and some of them have other quantification
implications, e.g. {ro}.
The quantification properties we ascribe to various
PA are a matter of pragmatics and convention,
so we could in principle treat zero
differently from other numbers.
Having said that,
it's probably more sensible if all the
_definite_ numbers behave consistently.
