ADMIN: European mirror of the FTP archives

I have set up copies of the archives at powered.cs.yale.edu and
ftp.access.digex.net on xiron:

      ftp://xiron.pc.helsinki.fi/pub/lojban/powered
      ftp://xiron.pc.helsinki.fi/pub/lojban/lojbab

The latest versions of the ref grammar aren't yet available, however,
because the files at digex have incorrect permissions.
