Sounds like 20 words is not too bad for you.

This works, but you can also set the maximum lesson size to 40, and just
keep piling the words in, whether you clear them out of Dropback or not.
The advantage of this is that you get exposed to the whole vocabulary
sooner, which gives you a better sense of the scope of the gismu (Hey!
I
remember that there is a gismu for this concept - let's look it up), which
is one major reason for New Word Review mode - to get you exposed to all the
words as quickly as possible.  Then switch to Gaining Control when you have
seen them all, and hopefully you will get more like 50% than 35% correct, and
thus feel like you are getting somewhere by using larger lessons.

At 20 words per day, that is 17 days.

If that is your frequency of usage then indeed you need to be in New Word
Review mode.  Gaining Control is fruitless unless you can make a more
concentrated effort, because otherwise you forget the words too much between
sessions when you only do them every 3 days.  But after doing Gaining Control
mode, I mean New Word Review mode, you may have
 the higher recognition scores
that come from having seen the words before (see the difference between your
35% New Word pile and your 50% Recog 1 pile), and this makes the later
work go faster, though of course it adds substantially to the total time
by forcing an extra, low-functionality, pass through the w
ords.

The real learning comes when you start on Lojban Recall.  Recognitio
n is
largely automatic long before you get to mastery of the Recall process.
But when you are first starting and not trying to write much Lojban text -
onlytrying to read it, then the Recog-only style of New Word Review work
s
better especially for people who cannot be consistent and concentrated about
the study.
